There is not rod of engine throttle and muffler hanger as photo. The engine was disassembled and degreased using brake parts cleaner. I do not know about engine condition. If you plan to run the engine, it would be a good idea to disassemble it and add oil. This item is including damper but oil is removed. If you need any more information please contact me.
